The present report is submitted pursuant to Human Rights Council resolution A/HRC/7/25 of 25 March 2008 requesting that I report on the efforts of the United Nations system to prevent genocide and on the activities of the Special Adviser. It follows an initial 2006 report to the Commission on Human Rights (E/CN.4/2006/84) and a 2008 report to the Human Rights Council (A/HRC/7/37).
Following an introductory section, the report's second section under the heading of Strengthening the United Nations prevention of genocide describes a series of ongoing efforts by the United Nations. The section describes a new Framework of Analysis designed by the office of my Special Adviser on the Prevention of Genocide, Mr Francis M. Deng, to determine whether there may be a risk of genocide in a certain situation. The Framework uses eight questions to prompt information
